Good lord. If Sarah Palin said this, we'd all be flabbergasted at her sudden, newfound coherence. But beyond that, it's pretty hard to make out what this here fellah's trying to say. He needs to take some lessons from Eric Cantor and John Boehner. When you deny you're doing what you're plainly doing it, you do not immediately follow that denial with an admission that you ARE doing it in the EXACT SAME WORDS. Because it makes you look deranged and somewhat stupid.
You say something like "Oh, my goodness no. We're not privatizing social security. We're just seeing to it that people have more individual choice in their retirement decisions, while at the same time we're strengthening the system, making it more sustainable by reducing government's involvement in the process"
