Not an endless cycle, I tells ye.

When did these things happen?
1. Banks and financial systems collapse have to be bailed out
2.Do nothing president replaced by person who  is called out of touch with the "real" folks.
3. Millions out of work
4. Marches on Washington to protest government policies
5.Media infested with racist right-wing crazee people who get huge ratings
6. One populist braying head gets more popular than the rest by using religion and "patriotism" as themes.
7. Accusations of "Communist" are levelled at just about anything
8. Rich people hardly notice the economic troubles
9. Business leaders and senior Republican advocate doing nothing as it will lead to welfare dependancy
10 Some great literature results.
Answer: 1929 and 2008
I have just finished the book "A Nation in Torment" by Edward Robb Ellis.
Crikey history has not so much repeated as just cut and pasted. The similarities are staggering.

Still waiting on number 10 but I have to get published first

I would postulate that the gyre narrows, much like that of a flushing toilet.
