A question for our Iberian experts

Why is there a Monument to the Radial Tyre at the top end of the Parque Eduardo VII in Lisbon?

Perhaps they light it up with propane flames on special occasions while hidden speakers blast out "This Wheel's on Fire".

That's a monument celebrating the 25th of April, 1975, the start of the Carnation Revolution, so those are flowers.
