Back during the election a figure may well have been promised for the balancing of budgets and the proving of fiscal responsibility... but now “It’s not our best guess, it’s just a guess. I think it might be another "discriminating against the upside-downies" hitch.
My understanding of the two-part capcha-word (as relayed to me by someone who heard it on a TED talk) is that one of the two words is known, though distorted to fool spambots with OCR, while the other part is some ambiguous text coming from various on-going projects to digitise books for the public domain.
So for purposes of proving your non-robothood, a correct response to that second half doesn't matter so much (though your response will be added to the crowd-sourced digitisation effort).
Such is the theory.

We have the glibertarian ACT party, who do believe in privatising govt. Their one MP in a nearly-hung parliament has made his support for the gubblement contingent on the creation of various policy initiatives to employ all the ACT politicians who *didn't* get into parliament.
