Surely it is a vindication of Western efforts that in Afghanistan there are some laws. Sometimes.
To communicate his sense of urgency to a US audience he could have said he "needed breathing space" or he was "dealing with a charged environment".

And very nice laws they are too. And if you don't like them, that's fine, they have other laws.
The existence in the Constitution of an article stating in effect that any law can be overruled by a religious authority -- and its prominence as Article #3 -- is rather a worry.
The prominence of Article #10 ("The State encourages and protects private capital investments and enterprises based on the market economy and guarantees their protection in accordance with the provisions of law") is an indication, I guess, of the conflicting pressures on the Afghan council when they were cobbling the whole farrago together.
