And fair enough too, ITTDGY. If they're red they're probably from the future. Does the driver have a valid Temporal Excursion license?
So it's the Doppler effect that counteracts whatever color they were painted, not the other way round. Surely if they're from the future they are getting redder as they speed away, if they're from the past they turn blue as they approach. Although, as David Brooks once said, I may be wrong.
