Wellington is one of the best performing councils in New Zealand, and it’s staff look attractive for other councils to poach.Ratepayers should be grateful for this opportunity to pay a premium for training the future employees of the public or private sector.
He suggests Wellington also has more jobs available than other parts of New Zealand.

Owner of City Council is satisfied with its performance
From the startlingly high rate of staff losses at the Wellington Council, you might think that it is a stressful, unsatisfying or dysfunctional workplace. Fortunately we have Charles Finney, the CEO of Wellington Corporate Welfare Recipient Association Chamber of Commerce, who is perfectly satisfied with the services his constituents receive from the council, and here he is to explain that the opposite is true:

Well, DUH, as all the kids are saying. When you purchase souls, either individual or in those nifty bundled packages we like to call "legislatures", you not only own the souls themselves, you also have the right as the owner to periodically monitor their actions, audit their performance if you will, in order to determine if further rewards or some level of punishment is required.
In some cases, certainly, lawmakers are purchased by collectors, people who have minimal interest in directing the work product, but much more commonly the investment is made in order to directly affect the outcomes, and in that case unfavorable outcomes must be addressed, just as when the dog craps on the rug or the kid burns down the school...
