Owner of City Council is satisfied with its performance

From the startlingly high rate of staff losses at the Wellington Council, you might think that it is a stressful, unsatisfying or dysfunctional workplace. Fortunately we have Charles Finney, the CEO of Wellington Corporate Welfare Recipient Association Chamber of Commerce, who is perfectly satisfied with the services his constituents receive from the council, and here he is to explain that the opposite is true:
Wellington is one of the best performing councils in New Zealand, and it’s staff look attractive for other councils to poach.
He suggests Wellington also has more jobs available than other parts of New Zealand.
Ratepayers should be grateful for this opportunity to pay a premium for training the future employees of the public or private sector.

I think regular tickle fights would improve morale and lead to higher rates of retention.
